Haiqing holds a PhD in Urban Studies and Planning from the University of Sheffield. He is a Registered Professional Planner with the Ontario Professional Planners Institute and Full Member of the Canadian Institute of Planners.
Haiqing was an Assistant Professor in the Urban Studies Program at Concordia University, Montreal, in the late 1990s. He moved to municipal planning in 2001 working at a number of Ontario municipalities including Windsor, Caledon, Toronto, Halton Region, and Stouffville. Most recently, he was the Deputy City Manager of Planning, Growth Management and Housing Delivery at the City of Vaughan (2021 to 2025).
Haiqing has recently joined Weston Consulting as a Senior Associate. He has extensive knowledge and experience in assisting Weston clients with all planning applications, policy interpretations, stakeholder consultations, and consensus buildings.
